Document details

Regulation
Work Health and Safety Regulation 2025 (NSW) β€” High Risk Construction Work (s291; SWMS s299) and the duty to manage the risk of falls and to provide emergency and rescue procedures (Part 4.4)
HRCW Category
High risk construction work β€” work on a suspended scaffold involves a risk of a person falling more than 2 m (s291); a SWMS is required (s299). This SWMS addresses the rescue of workers from a suspended scaffold (swing stage) that has stalled, failed or become unsafe at height. A swing stage that stops or fails leaves workers stranded with a tight clock, so the rescue plan, secondary support and emergency descent must be established before the platform is ever used β€” a rescue at height cannot be improvised.
