LPG-powered counterbalance forklift operations combine the mechanical hazards of powered mobile plant with the hazardous-chemical risks of liquefied petroleum gas storage, decanting and combustion. Operators routinely change 18kg or 210kg LPG cylinders, verify POL fitting integrity, work in partially enclosed warehouses where carbon monoxide and unburnt LPG can accumulate, and operate near racking, pedestrians and ignition sources. Under WHS Regulation 2025 Chapter 4 Part 4.5 (Plant) and Part 7.1 (Hazardous Chemicals), the PCBU must document a Safe Work Method Statement before the task commences because the work is High-Risk Construction/Operational Work involving powered mobile plant and a Schedule 11 hazardous chemical (LPG, UN 1075). A SWMS is mandatory, must be developed in consultation with workers holding an LF high-risk work licence, and must be available for inspection by WHS regulators and reviewed after any incident, near-miss or change in plant or fuel supplier.

Worked example
