The engineered stone prohibition under WHS Regulation 2025 Part 7.1 bans fabrication but installation of pre-fabricated tops continues under strict controls. Under WHS Regulation 2025 clause 299, the PCBU carrying out the High Risk Construction Work — typically the fit-out subcontractor — must prepare the SWMS. The principal contractor has a separate duty under clause 309 to obtain a copy before work starts and to ensure work is carried out in accordance with it. Both duties run concurrently. The Construction Work Code of Practice clarifies that consultation with workers performing the task is mandatory during SWMS preparation.
